It only matters much if there's a lot of people with a lot of always on chunks - a few here and there or if most players don't bother means it's not such a big deal. Sure that's true - but if you've got 100 regulars and say 5-30 on at any given time, that kind of chunkloader increases the load to be equivalent of 50+ players all the time if everybody has one (worse if they're exploring, as one person can have an area loaded and load an area around themselves).
